The Committee considered the draft of a joint
communication to tàs iwangtung authorities which hud been
prepared on the lines proposed at the morning meeting,
The draft in the fora finally approved by the Comitles
is attached (annex).
The viow of the Committee was that this cosmunication
should be handed to General 14 Chai-um, or whoever
was at the time at the head of the local Canton Goverment,
If possible it should be a joint Note but otherwise an
identic Note; and in any case it should preferably be
handed in by the Consular representatives personally, in a
body.

The Comittee then proceeded to discuss the mature
of the "appropriate messures” which should be taken by the
Powers failing early and effective mation by the Chinese
authorities with, or withous, foreign co-operation.
